NYS Participates in Medicare’s Value-Based Demo Project
New York was recently selected as one of four demonstration project states for Medicare's new Value-Based Purchasing (“VBP”) demonstration project (the other states are Arizona, Mississippi and Wisconsin).
VPB, formerly known as the "Pay-For-Performance” demonstration, is a CMS initiative to improve the quality and efficiency of care furnished to Medicare beneficiaries residing in nursing homes. Under the demonstration, nursing homes will be eligible to receive “bonus” payments if they achieve the highest performance levels or the most significant quality improvements based on four domains: nurse staffing, avoidable hospitalizations, MDS outcomes and survey deficiencies.
The program is scheduled to run from July 1, 2009 through June 30, 2012. CMS is currently accepting applications from providers in participating states through May 1, 2009. All applicants will be required to submit payroll and census data for the first quarter of calendar year 2009. SNFs participating in the demonstration group will be required to submit payroll and census data every quarter throughout the demonstration.
Medicare is holding a special Open Door Forum on Monday, April 6th at 2pm to discuss the topic. If you are able to participate, the dial in is 1-800-837-1935; reference conference ID: 87622411.
ZHSG is developing a “Participation Value Analysis” to assist our clients in their decision to apply for the demonstration project. Feel free to call our office for more details next week.
