Our staff has extensive experience with the complexities of SNF payment systems. Members of our team were heavily involved in the development of state "case-mix" Medicaid programs and have expert knowledge of Medicare post-acute care payment systems.

Marc N. Zimmet is the Director of Reimbursement Services for Zimmet Healthcare Services Group, LLC. Marc specializes in strategy development and financial analysis for SNFs operating under case-mix payment systems. Marc is nationally published and has spoken extensively on the topics of program integrity and service utilization under RUGs III. He has served on national task forces designed to evaluate the impact of RUGs III refinement of skilled nursing facilities and is an active member of many state and national industry associations. Marc earned his degree in CPA Accounting from Syracuse University and an MBA in Healthcare Administration from Baruch College/Mount Sinai School of Medicine.

Sheryl Rosenfield, RN,BC is the Director of Clinical Services for Zimmet Healthcare Services Group, LLC. Sheryl has provided consulting services to SNF providers in over 40 states and has been a trainer of the MDS since 1990. Sheryl served on the Centers for Medicare & Medicaid Services (CMS) Technical Expert Panel, a task force mandated by the Balanced Budget Act of 1997 to evaluate the implementation and impact of PPS on SNFs. She was a member of the clinical standards and training team for the federal DAVE project from 2002-2006. Sheryl also served as a “Technical Expert” to CMS on various projects relating to MDS clarifications and accuracy including training to CMS staff on MDS and related issues at their annual training programs in 2002 and 2003. She co-wrote the script for the CMS Satellite training program on coding for Quality Measures (2002), ADLs (2004) and Coding (2004). Most recently, Sheryl was a Data Monitor for the federal STRIVE project which is conducting time studies in skilled nursing homes in several test states.

Sheryl is a founding board member of AANAC, a national association for MDS Coordinators. She serves as one of the master trainers for their nationally recognized assessment certificate program. Sheryl has spoken extensively and provides training programs to post-acute providers on the impact of evolving health issues and regulations throughout the United States including many of the national and state healthcare associations .

Jay S. Zimmet is the Managing Partner of Zimmet Healthcare Services Group, LLC. Jay was the former head of the internal audit section of Empire Blue Cross/Blue Shield of Greater New York, where he was responsible for the reimbursement audits of over 250 hospitals and nursing homes. Jay has spoken extensively before health care groups and has testified in trials as an expert witness on the topic of Medicare reimbursement.

John L. Fazzio as the Director of Financial Services provides financial operational reimbursement support services to a variety of skilled nursing facilities nationwide. John has provided billing consultation services to a number of long term care facilities with emphasis placed on the development and implementation for both Part A and Part B billing systems that meet the tailored requirements of the Prospective Payment System. Prior to joining Zimmet Healthcare Services Group, LLC, for twenty-two years John was with United Healthcare, one of Medicare’s designated fiscal intermediaries. John was actively involved in all facets of Medicare reimbursement including audits, appeals, rate setting, and compliance issues. John was also a leading participant in several Health Care Financing Administration task forces, whose functions were to improve, streamline, or design government reporting mechanisms, and to make recommendations for changing regulations.
